Two new arenas have been incorporated for the first time in the national budget of Bangladesh for the year 2005-06. Firstly for the first time disables are included in the budget. Secondly Govt. has announced tax incentive in education sector, which also need monitoring.

In this budget emphasis have been put on female education. But in almost cases it was mentioned that the process is ‘on going'.

The Government has allocated highest budget in education sector but it is also true that every year 2 million children are added. Absolute figure is expanding but per child allocation in primary education in year have not been improved. It is declared 40% quota for female teacher. Previous 2/3 years this percentage was around 30-35%. No directions have been suggested for ensuring this percentage.

Proposal for three (3) vocational training institutes is put in the budget. This may increase their skill but it is also important that they can get into competitive job market. Moreover, ban on appointment of women in the embassy is inconsistent with the National Policy for Advancement of Women 04.

If the budget is not pro-poor and if good governance is not ensured increased budget will help us no more.
