LDC Expert Group Workshop on Capacity Building for NAPA Preparation

National Adaptation Programmes of Action


 Introduction

The UNDP organized a workshop for experts on capacity building for National Adaptation Programmes of Action (NAPA�s), 18-21 September, 2002, Dhaka, Bangladesh. 

The workshop was attended by 12 experts (including Henk Bosch, advisor DGIS), 5 from Africa, 3 from Asia and 1 Canada, 1 UK, 1 Pacific. 

Objectives of the workshop were;

  1. raise awareness of adaptation and its links to poverty and sustainable development
  2. develop national capacity for LDC NAPA preparation and implementation
  3. launch the NAPA preparation process

Participants were briefed about the origin of NAPA (Decision 28/CP.7 of 8th plenary meeting 10 November 2001), provided guidelines for the preparation of NAPAs, operational guidelines of GEF for expedited funding for the preparation of NAPAs by LDCs and outline proposal.  

Participants were invited to prepare a first draft NAPA for their respective countries.     

Outcome: first draft NAPA

The exercise to start the development of a NAPA sought answers to the following questions:

  1. what are the most significant stresses in your country, and which regions, economic sectors and people are most affected;
  2. which sectors of the government are central to national development and economic growth
  3. which aspects of economy, environment and society are most vulnerable to climate change?
  4. which institutions are   or should be working on climate change?
  5. what benefits and what constraints are expected from preparing a NAPA

The questions are meant to initiate the  process of preparing a NAPA, a process which runs parallel to the DWC activities and does not directly benefit the DWC activities.
