Barind Multipurpose Development Authority (BMDA)

 

 

 

To retain the environmental balance and to check the desertification of the Barind region, the government in 1985 had taken the Barind Integrated Area Development Project (BIADP) later renamed as Barind Multipurpose Development Authority (BMDA) in Rajshahi, Naogaon and Nawabganj districts. Before the project activities started in the region, Barind Tract was the most unfavourable agricultural section of the country with rainfed local T. Aman as the dominant crop. The ensured supply of DTW irrigation has fundamentally changed the agricultural scenario in the Barind. In place of single crop, now multiple crops are grown with higher agro-economic productivity. This transformation to multiple cropping has resulted in productive cropping patterns and increased cropping intensities. Construction of cross-dams, water control structures, re-excavation of canals and ponds have contributed to improve surface water augmentation. This is reflected in satisfactory command area development, ecological balance and pisciculture. Due to the lack of good road network, the slow moving bullock cart was the main transport used for carrying goods and passengers. Construction of feeder and rural roads has changed the status of rural livelihood through uplift of rural economy by BMDA.

 

 

 

WHAT IS BARIND TRACT

 

The part of greater Rajshahi, Dinajpur, rangpur and bogra district of Bangladesh and the Indian territorial Maldah District of West Bengal is geografically identified as barind Tract. The hard red soil of these areas are very significant in comparison to that of other parts of the countries.
The Rajshahi Barind Tract is located in between 24 degree 23 minute to 25 degree 15 minute north latitude and 88 degree 2 minute to 88 degree 57 minute east latitude. A typical dry climate with comparatively high temperature prevails in Barind area except for the wet season beginning from mid June to October.


 

 

Rainfall in the area varies from about 1500mm to 2000mm. Temperature ranges from 8 degree Celsius to 44 degree Celcius. The total cultivable area being 1.44 million acres, out of which 34% is loamy, 10% Sandy, 49% is clayed and 7% others. Out of the total cultivable land, 84% are single cropped, 13% are double cropped and the rest are triple cropped. The cropping intensity was 117%.


SOCIO-ECONOMIC CONDITION


The Rajshahi Barind Tract was much flourished and the Socio-economic activities were much better in comparison to the other part of the country before 1947. In that time the area was well communicated to Calcutta, the capital city west Bengal, now in India. Trade and commerce was much dependent on Calcutta and this Region was the honterland of Calcutta port. After partition of India communication, trade and commerce of this region with Calcutta was ceased totally and all the socio-economic activities almost came to hault. As there was no well road linkage to the other part of the country, even to capital city Dhak; no effort could make any development or any upliftment of the socio-economic structure of this region. As days passed , this tract of land had fallen behind in all phases of development and economic
activities could not be generated much. Furtheer, the latest development in industrialization within the country could not make any headway in this region. As a result the standard of living of the people of this region came to a lower level compared to that of of the other parts of the country.In 1985 the Government approved a project named Barind Integrated Area Development Project under the Bangladesh Agricultural Development Corporation, whose detailed particular is provided in the following pages. In 1990 the project was declared complete using only 26% of the fund allocated. On completion of the project a review was conducted and to speed up the development project implementation of the Barind area a separate authority was created named Barind Multipurpose Development Authority (BMDA) on 15 th January 1992 under the ministry of Agriculture. The authority has so far implemented 8(eight) development projects.

  • Excavate Mini Ditch/ pond in the field having no irrigation facility for supplemental irrigation, afforestation & psciculture.
  • Conduct training of farmer and village women for developing environmental awareness
  • Provide renewable energy by biogas plant & solar lightening on pilot basis
  • Distribute and construct low cost latrines in selected farmer’s house that takes care of the sapling planted under eco-village concept.

Objectives of the project


The main objectives of the Programme are as follows:

  1. To uninsured pilot intervention on eco-management.
  2. To conserve the soil & water in areas inhabited by poor and distressed people;
  3. To combat aridity through massive afforestation with indigenous plant species;
  4. To develop awareness among rural women on ecological activities and improved fuel use;
  5. To make people aware of the eco system they live in through eco-village concept and to manage the eco system;
  6. To prepare Barind Environment Management Action plan to identify new innovative activities;
