Sustainable Environmental Management Programme (SEMP)

 

 

Sustainable Environment Management Programme (SEMP) is the first follow-up activity in the implementation of NEMAP (National Environment Management Action Plan). It is being executed by the Ministry of Environment and Forest (MoEF) from October 1998 and is expected to be completed in December 2006. SEMP comprises of 26 components (including PMU – Programme Management Unit) for 25 different projects and is being implemented by 21 Sub-Implementing Agencies (SIAs) through a 26 million US dollars grant from UNDP. SEMP is the largest programme of UNDP in Bangladesh.

The objectives of SEMP are to build and strengthen capacity for environmental management at the Community (enable the poor to have access to environmental resources), Local (developing capacity to project the interests of the poor), and National (suggesting enactment of necessary and reduce existing laws, polices, etc.) levels. Along with these, SEMP also aims to prevent and reverse the present trend of environmental degradation, to promote sustainable development and reduce existing poverty and raise the quality of life.

 

SEMP has 5 thematic areas to fulfill its mission, which are: (a) Policy and Institutions, (b) Participatory Eco-System Management, (c) Community-based Environmental Sanitation, (d) Awareness and Advocacy, and (e) Environmental Education. These sub programmes have been created to achieve success of the programme in a more efficient way by creating synergy amongst partner organizations. The 26 components of SEMP have been distributed under these sub-programmes to maintain proper communication with the Sub-Implementing Agencies (SIAs).

 

SEMP is the first programme approach being implemented in Bangladesh involving 21 partner organizations. The programme is almost two-third complete in terms of its implementations. On completion of the programme in December 2006 major impacts will be (a) Reversal of environmental degradation in the intervention areas, (b) Reduction of poverty through community-based resources management and (c) Strengthened capacity at community, local and national levels
