THE PRESENT EDUCATIONAL STRUCTURE OF BANGLADESH

 

EDUCATIONAL ORGANISATION

 

     
General Education
:
It compromise 3 levels, viz. Primary, Secondary and Tertiary
   
1. Primary Education
   (Grade I-V)
:
This level is of 5-year duration and it is generally meant for the children of the age-group of 6-10 years.
   
2. Secondary Education
:
This stage is of 7 years duration with following sub-levels:
   
a. Junior Secondary     Education (Grade VI-VIII)
:
This level is of 3-year duration and meant for the children of the age-group of 11-13 years.
   
b. Secondary Education
   (IX-X)
:
This level is of 2-year duration and meant for the boys and girls belonging to the age-group of 14-15 years.
   
   
At the end of this level, students are to appear at the Public Examination and the successful candidates are offered the certificates called Secondary School Certificate (S.S.C).
   
c. Higher Secondary    Education
:
This level is 2-year duration and it is generally meant for the boys and girls of the age-group of 16-17 years.
   
3. Tertiary Education
:
This is of 2-year Pass-Course or 3-year Honours Course for Bachelor Degree followed by a 2-year Masters Course for Pass graduates and 1-year for Honours graduates. These courses of studies are offered by the Colleges and Universities.
   
Madrasah Education
:
Parallel to the main stream of formal education, there exists 5 stages of Madrasah education system (Islamic Education) with 5-year Ebtedayee, 5-year Dakhil, 2-year Alim, 2-year Fazil and 2-year Kamil courses. The Madrasahs are required to adopt national curricula as a condition of government recognition and support. Students are required to appear at the Public Examinations after completing courses of each level, except Ebtedayee.
   
Technical/Professional Education
:
There are separate streams, which exist for vocational, technical and professional education like Engineering, Medical, Agriculture etc. After completing the Junior Secondary level (Grade-8), students enter into Vocational Training Institutes for 2-year SSC (Vocational) courses and after having SSC (Vocational)/SSC (Science) they enter into Vocational Training Institute (VTI), Polytechnic Institutes for 2-year HSC (Vocational)/3-year Diploma-in-Engineering courses. After passing HSC (Science), students enter into 4-year B.Sc. Engineering/5-year MBBS (Medical)/4-year B.Sc. (Agriculture) course offered by different Colleges and Universities.
   
Teacher Education
:
There are several institutes and courses for the teachers of different educational levels. These are: Primary Training Institute (PTIs) which offer 1-year Certificate-in-Education course for the teachers of primary level and Teachers Training Colleges (TTCs) offering 1-year Bachelor of Education (B.Ed) course for the teachers of secondary level. Bangladesh Open university (BOU) also offers B.Ed course through distance education mode. The Institute of Education and Research (IER) of Dhaka University also offers 1-year Diploma-in-Education and 1-year M.Ed. course. In addition, TTCs also offer M.Ed. course. Higher Secondary Teachers Training Institute (HSTTIs) conduct in-service training for the college teachers. Vocational Teachers Training Institute (VTTI) offers 1-year course for the teachers of VTIs and Technical Teachers Training College conduct training course for the teachers of Polytechnic Institutes.
     

 

EDUCATIONAL MANAGEMENT (Post Primary)
     
Education Systems in Bangladesh is being managed and administered by two Ministries/Division, viz.. Ministry of Education (MOE) and Primary and Mass Education Division (PMED) in association with the attached Departments and Directorates as well as a number of autonomous bodies. Educational Management in the Post Primary education sector is described as follows :

Ministry of Educaiton (MOE) :

This Ministry is concerned with policy formulation, planning, monitoring, evaluation and execution of plans and programmes related to secondary and higher education including technical & madrasah education. The line directorates, viz.. Directorate of Secondary and Higher Education and Directorate of Technical Education are responsible for management and supervision of institutions under their respective control.

Directorate of Secondary and Higher Education (DSHE): This Directorate is headed by the Director-General who is responsible for administration, management and control of secondary and higher education including madrasah and other special types of education. It is assisted by sub-ordinate Offices located at the divisional, district and thana levels.

The Directorate of Technical Education (DTE): This Directorate is headed by the Director-General and is responsible for the management and administration of technical & vocational institutions like polytechnics, monotechnics and other similar types of institutes. It has Inspectorate Offices at the Divisional Headquarters.

Bangladesh National Commission for UNESCO (BNCU): This organisation functions as a corporate body within the MOE. This is headed by the Minister of Education as Chairman and the Education Secretary as the Secretary-General. The Commission consists of 69 members constituted by eminent educationists and intellectuals interested in educational, scientific and cultural matters in the country. The Secretariat of the Commission is normally headed by a senior official designated as Secretary.

Chief Accounts Office (CAO): In pursuance of the Government policy of decentralization the accounting function of the MOE is done by a separate accounts office under a Chief Accounts Officer (C.A.O).

In addition, the following Staff Departments/Professional Bodies of the MOE perform specialised functions assigned to them:
     
i.
 
National Academy for Educational Management (NAEM): This Academy is responsible for in-service training of senior educational administrators and teachers of the secondary and higher secondary levels. This academy also conducts the Foundation Training of the Officers of the Bangladesh Civil Service (Education) Cadre.
   
ii.
 
National Curriculum and Textbook Board (NCTB): This Board is an autonomous organisation under the Ministry of Education (MOE). It performs the responsibility of renewal/modification and development of curriculum, production and distribution of textbooks at primary, secondary and higher secondary levels.
   
iii.
 
Bangladesh Bureau of Educational Information and Statistics (BANBEIS): This organisation is responsible for collection, compilation and dissemination of educational information and statistics at post-primary level of education. This organisation is the Apex Body of the Educational Management Information System (EMIS) of the country. It is also the National Coordinator of RINSCA (Regional Informatics Network for South & Central Asia). Recently. it has been assigned with the important task of selection. processing and computerization of data necessary for awarding government subvention to all the private education institutions.
   
iv.
 
Directorate of Inspection and Audit ( DIA): This Directorate is responsible for inspection and audit aimed at improving the standard of education of the institutions at the secondary and higher secondary level.
 
Further-more, a number of autonomous bodies have a share in the administration of education. These are :
     
i.
 
University Grants Commission (UGC): The University Grants Commission is responsible for co-ordinating activities of the universities and distributing government grants of them.
   
ii.
 
National University: This is an Affiliating University responsible for academic control of all the affiliated colleges offering courses in Degree Pass, Honours and Masters and for conducting Bachelor Degree and Master's examinations.
   
iii.
 
Education Boards: Five Boards of Intermediate and Secondary Education are responsible for conducting the SSC and HSC level public examinations.
   
iv.
 
Madrasah Education Board: This Board is responsible for conducting public examinations from Dakhil to kamil levels.
   
v.
 
Technical Education Board: This Board is entrusted with the task of conducting certificate and diploma examinations in technical education.
   
vi.
 
Council of Bangladesh Institute of Technology (CBIT): This Council is meant for academic control of four Bangladesh Institutes of Technology (BITs) in the country and also for conducting examinations.
