Community Based Water Supply and Sanitation Project (CWSSP)

Sub Implementing Agency: Department of Public Health Engineering (DPHE)

Background:

Department of Public Health Engineering (DPHE), a national agency under the Ministry of Local Government, Rural Development and Co-operatives (MLGRD&C), is entrusted to provide safe water supply, environmental sanitation and hygiene education as mandated throughout the country except three cities namely Dhaka, Narayanganj and Chittagong. DPHE is the focal point for initiating national policy frame work and development plans in water supply and sanitation sector of the country under the guidance of the MLGRD&C and Planning Commission of the Govt. of Bangladesh. DPHE is responsible for planning, designing, implementing and monitoring water supply and sanitation projects in both rural and urban areas of the country. It delivers hardwares in close participation of the local government institutions e.g. Union Parishad, Municipality etc. and training for maintenance of water supply and sanitation facilities. The DPHE has a network of offices upto Upazila level all over the country.

It has multidisciplinary professionals like sanitary engineers, hydrogeologists, chemists, hygiene educators and so on.

Objectives:

Development

Development of a model of Sustainable Water Supply and Sanitation Programme.

Immediate

  1. Introduction of a demand-responsive planning process of WSS service provisions,
  2. Enhancement of community participation in the implementation process of WSS service provision,
  3. Development of a mechanism of community management of WSS services
  4. Development of a methodology of adaptive project design, and
  5. Mainstreaming the achievements to macro-level WSS interventions.

Project Area / Target Audience:

The action research project focuses on WSS in unserved and underserved areas. These are

  • Coastal Saline Area (CSA)
  • Low Water Table Areas (LWTA) and
  • Shallow Water Table Areas (SWTA)

Based on secondary information and field visits to the potential Upazilas, the following Upazilas have been taken up for the project work.

Achievements:

  • Water Availability and Usage Regime in Rural Bangladesh (pdf)
    Study has been undertaken by under a grant from SEMP (Project BGD/96/007) through Community Based Water Supply and Sanitation Project (CWSSP).

  • Following some specific criteria, the selection of 5 project sites was completed

  • Union WatSan Committees have been reformed and sensitized

  • For social mobilization Ansar-VDP members, Freedom Fighters, Private Sector, School teachers, Youth groups, Health Workers, Union WatSan Committee members and Upazila level Officers were briefed in 41 batches. A total of 1347 participants - 1137 male and 210 female, attended the courses.

  • Baseline survey has been completed

  • NGOs through motivation are forming groups

  • For training package development, MoU between CWSSP and ITN-BUET has been signed. Detailing of the work is in progress.

  • For development of appropriate technology MoU between CWSSP and ITN-BUET has been signed. Detailing of the work is in progress.

  • 3 posters, 2 brochures, 5 stickers, 1 handbill, 1 report and 1 booklet have been developed and reproduced for dissemination.
